Bike Sharing (PAS QuickNotes 61). Summary: The article briefly provides a primer on how cities are using bike-share systems to support transportation choice and build last-mile connections.

Complete Streets (PAS 559) Summary: Drawing on lessons learned from more than 30 communities around the country, this report provides insight into successful policy and implementation practices that have resulted in complete streets. Readers will learn how to build support for complete streets, adopt a policy, and integrate complete street concepts into plans, processes, and standards. In addition, this report provides insight into design issues, handling costs, and ways of working with various stakeholders. Case studies highlight communities that have adopted and implemented complete streets, and model policy language provides guidance to communities interested in writing and adopting a complete streets policy.

Completing the Streets (Zoning Practice). Summary:  The article discusses how communities can use zoning and subdivision standards to promote complete streets.

Local Bicycle Master Planning (PAS Memo) Summary:  The article summarizes some of the recent research on the benefits of bicycling and provides guidance on developing bicycle master plans. It addresses bicycle participation; estimating transportation investment benefits and performance; benefits of bicycling; which investments lead to increased bicycling; and how to create a bicycle master plan, including typical plan elements.

Parking Cash Out (PAS 532) Summary: 
SUMMARY: The report, by Donald Shoup, shows how employers who offer their employees the option to cash out their parking subsidies can discourage solo driving and its attendant social, environmental, and infrastructure costs. It also suggests ways planners can bring this option to their communities.

Planning for Shared Mobility (PAS 583) Summary:  The report tracks the path short-term transportation access has taken so far. Authors Adam Cohen and Susan Shaheen look at how shared mobility is shaping — and being shaped by — local plans and policies. The report also shares the tools planners can use to manage mobility, such as zoning, permits, variances, and discretionary review. Profiles of eight cities, from New York to Seattle, show the plans they’ve put in motion and lessons they’ve picked up along the way.

Planning for Street Connectivity (PAS 515) Summary: The report takes a close look at the street connectivity debate and the evidence, offering research results and studies of the experience of 14 communities’ efforts to incorporate greater connectivity, with Raleigh, North Carolina, and Austin, Texas, receiving in-depth studies. Excerpts from the codes of nine communities are included in an appendix. This report will make it possible for planners and others to present a wealth of information to residents and local officials about street connectivity to answer their questions and concerns (e.g., traffic calming to address cut-through traffic, increases in density through design so that return on investment and affordability are likely, and reductions in road widths to limit the amounts of impervious surface).

Shifting the Regulatory Gears to Promote Bicycling (Zoning Practice) Summary: The article explores how cities and counties can use development regulations to support safe and convenient bicycling.

The Transportation/Land Use Connection (PAS 546/547) Summary: The report examines the need for public-sector investment in land-use and transportation development and the tools and techniques planners can use to integrate transportation and land use. It looks at the forces shaping cities and their transportation systems, frameworks for evaluating transportation and land-use policies, and the role of regional comprehensive plans. The report’s unique format makes it easy to skim, gleaning the basics and finding the specific information you need. Appendices cover congestion pricing, microeconomic analysis, benefit-cost analysis, and more.
