The following duties are normal for this position.  

  • Coordinates, develops, interprets and implements the Village’s Comprehensive Plan.
  • Coordinates, develops and implements the Village’s Land Development Regulations and other land use regulations.
  • Formulates recommendations for amendments to the Comprehensive Plan and Land Development Regulations for submittal to the Village Manager.
  • Plans, monitors and promotes economic development initiatives for the retention and enhancement of business activities.
  • Reviews and disseminates information pertaining to legislation adopted by the Village Council and other agencies that regulate and manage development in the Village.
  • Reviews local business tax receipt applications (occupational licenses), alcohol beverage licenses, and permitting of residences, commercial, offices, apartments and condominiums, and accompanying accessory structures and uses for compliance with the Village’s Comprehensive Plan and Land Development Regulations.
  • Oversees GIS personnel and projects.
  • Administers the Village’s Local Business Tax Receipt (Occupational License) Program.
  • Prepares and submit reports and studies as requested by the Village Manager.
  • Attends Zoning Board meetings, Village Council meetings, and other periodic meetings as needed.
  • Meets with members of the general public to address planning issues.
  • Assists and provides information on land use matters to the public on a daily basis.
  • Submits annual budget estimates and accompanying descriptions of need to the Village Manager and supervises the control and expenditure of departmental appropriations
  • Develops and implements a departmental operations and procedures manual. 
  • Evaluates staff performance annually.   Disciplines department employees for violation of Village or Department Policies and Procedures Manual.
  • Recommends hiring, firing, promotional decisions and other employee status changes to the Village Manager.
  • Performs other related duties as assigned.


Minimum Qualifications
Education and Experience:
Bachelor’s degree from an accredited college in Planning or a related field such as Public Administration.  A master’s degree is preferred. Five (5) years of professional and supervisory experience in planning and/or zoning in the public sector, or equivalent combination of education and experience.   

Additional Qualifications:
Must be certified by the American Institute of Certified Planners (AICP).
