 PD&E Engineer /Planner

The Balmoral Group is seeking a motivated PD&E Engineer/Planner to support Engineering, PD&E, Resiliency, and Project Delivery for our Firm. This will require the successful candidate to have an ability to connect dots that may not be obvious while delivering high quality and challenging work.

The PD&E Engineer/Planner will work as part of a multi-disciplinary team with the Planning/PD&E, Water Resources, and Roadway teams, with an emphasis on transportation agencies work with Florida Department of Transportation (FDOT), Central Florida Expressway Authority (CFX), Florida’s Turnpike Enterprise (FTE), Water Management Districts and Local/State Governments.

Responsibilities :

  • Support PD&E projects for FDOT, FTE and CFX.
  • Prepare and maintain project schedules.
  • Analyze transportation systems for improvement.
  • Prepare NEPA and FDOT PD&E Manual-compliant documents (PER, Environmental, Cultural, Societal)
  • Utilize Technical Writing Format for Reports/Memorandum
  • Participate in Public Engagement Activities.
  • Perform engineering, environmental analysis and technical reviews with impact considerations.
  • Support Permitting for design teams.
  • Meetings: Prepare agendas and take minutes.
  • Perform research for PD&E, Design, and other projects.
  • Enter project information/deliverables into SWEPT.
  • Create maps/exhibits using GIS program(s).

Qualifications:

  • Bachelor's degree in a related field with 5 years’ experience; Master’s degree preferred.
  • AICP or PE Certification required.
  • Knowledge of TPO’s, Regional Planning Agencies, Long-Range Transportation Plans, Comprehensive Plans, Transportation Improvement Plans, Capital Improvement Plans, Florida Statutes and FLUCCS.
  • Knowledgeable and experienced with the FDOT, transportation or related project development, NEPA government agencies and linking planning and environmental review processes.
  • Familiar with the standards of the PD&E Manual, FDM, FDOT Permitting Handbook, and AASHTO Guidelines.
  • Experienced with computer programs including database, SWEPT, GIS systems and MS Office Products.
