Under administrative direction, directs, manages, supervises, and coordinates the administration of the Long Range/Strategic Planning division, including housing and community development and other grants administration, and provides highly responsible and complex administrative support to the Planning, Zoning, & Building Director. The position is responsible for developing, coordinating, preparing, and designing significant administrative projects, including long-range planning and development projects and capital improvement projects; participates in budget development; evaluates operational plans, projects, and issues; recommends continuous improvement and implements solutions. This position also motivates and evaluates staff, provides leadership in operational and financial strategies and priorities, and helps establish goals and objectives that meet Council’s vision for the community and its future.
The Long Range Planning Manager reviews the work of individual contributors and supervisory level subordinates to accomplish operational plans and results; assists in the preparation of department's annual budget; estimate staffing needs and schedules and assigns work to subordinates to meet service and budget targets; makes decisions related to staff hiring, performance expectations, training, work assignments, programmatic quality assurance compliance, compensation, performance evaluations, promotion, discipline, and termination; responsible for employee performance planning and coaching. Position requires expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures as well as determine efficient and innovative ways to accomplish the organization’s business strategies.
