Prepares transit-related agenda items for action by the Board of County Commissioners.
Coordinates public hearing review processes and schedules with outside agencies, stakeholders and interested parties.
Responsible for the review and update of various transit plans and programs including the Federal Transit Administration (FTA) Triennial Review, Five- Year Transit Improvement Program, Ten-Year Transit Development Plan (TDP), and Title VI and Disadvantaged Business Enterprise (DBE) Programs.
Responsible for reporting for the Transit Planning Section, including the annual NTD Ridership Report and monthly Dashboard Reports.
Reviews and assigns all incoming relevant transit grant application notes, upon approval to proceed.
Provide technical assistance and participate in Metropolitan Planning Organization (MPO) Programs, Technical Advisory Committee (TAC) meetings, and Board meetings, presenting transit agenda items when necessary.
Researches and responds to citizen, Federal Transit Administration (FTA), Florida Department of Transportation (FDOT), and BOCC inquires on transit planning matters.
Coordinates and oversees development of ridership estimation programs. Prepare annual ridership analytical reports for the Transit, Para Transit and Route Deviation ("FLEX") modes of operations.
Reviews and provides County response to proposed rules and legislation.
Serves as liaison to FTA Region IV and FDOT District I.
Manages special projects including Service Development and Urban Corridor Project Proposals, Alternatives Analyses, 25-year Vision Plan updates, New Freedom and Job Access and Reverse Committee Project Development, and Discretionary Grant applications.
Incorporates Transit-Friendly Design Features into specific roadway projects as part of PD&E review process.
Provides oversight and direction for the Transit General Services Consultant (GSC) and specific sub-consultants. Prepares detailed scopes of work for procurements and consultant work assignments.
Position requires work experience in public sector transit planning.
Position requires knowledge of Florida Statute requirements for public transit and Federal Transit implementing regulations including 10-year TDPs, ADA compliance, NTD Reporting, Asset Planning, Ridership Estimation, and Fare and Service Equity Analyses.
Bachelor's degree in Urban Planning, Environmental Studies, Civil Engineering or a related field relevant to area of assignment.
5 or more years of progressively responsible public sector planning experience related to transit planning. Previous supervisory or management experience desired.
A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
