The City of Opa-locka, in partnership with the Federal Highway Administration (FHWA), has developed a Comprehensive Safety Action Plan (CSAP) to enhance transportation safety—particularly for vulnerable road users such as pedestrians, cyclists, and transit riders. Aligned with initiatives like Vision Zero and Complete Streets, the CSAP aims to reduce traffic-related fatalities and serious injuries across all roadways, regardless of jurisdiction.

The plan highlights high-crash corridors and intersections that require improvements. From 2018 to 2023, Opa-locka experienced 6,276 crashes, 119 of which involved fatalities or serious injuries. To address these safety concerns, the city is using analytical tools—including benefit-cost analyses guided by the 2024 FDOT Design Manual—to evaluate the cost-effectiveness of potential interventions. Based on these findings, the city will prioritize measures such as traffic calming, improved pedestrian and bicycle infrastructure, intersection redesigns, and better lighting.

A central objective is to integrate Vision Zero principles into the City’s Capital Improvement Plans (CIPs), ensuring that infrastructure investments align with long-term safety goals and reduce severe traffic incidents.
